Division Commander

Captain James Macfarlane

Captain Macfarlane was hired as a Captain in July 2020 and has over 25 years of Oregon civilian law enforcement experience.  Career assignments include reserve deputy sheriff, police officer, police sergeant, police lieutenant, sheriff’s captain, training officer, field training officer, investigations, motor officer, and mobile response team.  Captain Macfarlane has completed in excess of 5,000 hours of Oregon Department of Public Safety Standards and Training (DPSST) certified law enforcement related training to include numerous hours in leadership, management, law, firearms, defensive tactics, movement, vehicle operations, scenario based training etc.  He is a graduate of the Oregon Executive Development Institute, The Oregon State Sheriff's Association Command College, The Oregon Association of Chiefs of Police Law Enforcement Executive Leadership Institute, The International Public Safety Leadership and Ethics Institute, and has been awarded the FBI-LEEDA Trilogy certificate.  

Captain Macfarlane has been issued and maintains the State of Oregon DPSST Basic, Intermediate, Advanced, Supervisory, Management, and Executive level Police Certificates as well as the DPSST Basic Corrections Certificate.  He has been conferred a Law Degree/JD, a Master's Degree in Criminal Justice, a Master's Degree in Business Administration, a Bachelor’s Degree in the Administration of Justice and a Certificate in Management (Portland State University).  


 





Lieutenant Levi Raethke

Lt. Raethke began his career in January 2016 as an entry level Corrections Deputy Sheriff. In August 2017 he was promoted to the rank of Sergeant and in December 2020 he was promoted to the rank of Lieutenant.

Lt. Raethke maintains his Oregon DPSST certification in corrections and holds his Basic, Intermediate, Supervisory and Middle Management certificates. He has been conferred a Bachelor of Science Degree in Criminal Justice and is a graduate of the Oregon Executive Development Institute as well as the Oregon State Sheriff's Association Command College Session #21. Lt. Raethke is the Corrections Emergency Response Team Commander for the Columbia County Jail and is a CCSO firearms instructor.    

Lt. Raethke enjoys hunting, fishing, and spending time with family.







Lieutenant Shaun McQuiddy

Lt. McQuiddy was promoted to Enforcement Lieutenant on September 1, 2019.   Lieutenant McQuiddy began his law enforcement career while serving in the United Stated Army as a Military Policeman from June 1988 to March 1995, where he was honorably discharged.  Lieutenant McQuiddy then volunteered as a Reserve Police Officer with the City of Rainier from September 1995 to January 1998.

Lt. McQuiddy was hired as a Police Officer for the City of Clatskanie in February 1998 and promoted to the rank of Sergeant November 2004.  Lieutenant McQuiddy transferred to the Columbia County Sheriff’s Office as an Enforcement Deputy in 2016. 

Lt. McQuiddy holds and maintains the Basic, Intermediate, Advanced, Supervisory, and Middle Management level police certifications through DPPST and is also a graduate of the Oregon State Sheriff's Association Command College Session #21.

Lt. McQuiddy resides in Clatskanie, Oregon since 1995.
